นายอภิสิทธิ์ กล่าวว่า ในปี 2554 จะมุ่งเน้นเรื่องการพัฒนาคุณภาพครู ประกาศให้เป็นปีคุณภาพครูโดยเร่งพัฒนาคุณภาพครูในด้านต่างๆ ปรับค่าตอบแทนครูให้เหมาะกับวิชาชีพ ปรับเปลี่ยนวิธีประเมินวิทยาฐานะ ขจัดอุปสรรคของการประกอบวิชาชีพครู รวมทั้งให้ขวัญกำลังใจและส่งเสริมให้ครูมีความภาคภูมิใจในวิชาชีพครูมากขึ้น ทั้งนี้การปรับปรุงคุณภาพการศึกษา เป็นเรื่องสำคัญที่รัฐบาลต้องผลักดันต่อเนื่อง เมื่อเปิดสมัยประชุมสภาปลายเดือนนี้จะผลักดันกฎหมายเงินเดือนครูเข้าสู่การ พิจารณา มั่นใจว่าจะผ่านความเห็นชอบในสมัยประชุมนี้
